October BTO preview: 7,960 flats with a heavy tilt to the east

HDB’s final BTO exercise of 2026 lands in October with about 7,960 flats across six towns, from a brand-new waterfront precinct in Bayshore to assisted-living flats in Toa Payoh. If you want in, the real deadline is not in October: your HDB Flat Eligibility letter documents must be in by 15 September.

What happened

Announcing its June sales exercise on 16 June, HDB confirmed that the next BTO launch will be held in October 2026, offering about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. Community Care Apartments, the assisted-living flats for seniors, will be offered in Toa Payoh. HDB also repeated that it is watching demand closely and is prepared to offer more than 55,000 flats from 2025 to 2027 if needed.

October completes the roughly 19,600 BTO flats HDB planned for 2026 across the February, June and October exercises. It is the biggest of the three launches this year.

Where the flats are

ERA Singapore’s preview of the exercise counts seven projects across the six towns. Its project-level estimates sum to 7,970 units, a whisker above HDB’s official “about 7,960”, so treat the splits below as close estimates until HDB publishes the launch details.

  • Bedok (Bayshore), about 2,500 units in two projects. The headline act: the first big BTO wave in the new Bayshore precinct along Bayshore Drive, right next to Bayshore MRT on the Thomson-East Coast Line, with East Coast Park a short walk away. ERA notes nearly half the supply here is 2-room Flexi, a rare volume of options for singles, and expects both projects to launch as Prime.
  • Yishun (Chencharu), about 1,580 units. The fifth project in the growing Chencharu precinct: 390 2-room Flexi, 80 3-room, 460 4-room and 650 5-room flats, per ERA. The 2024 master plan for the area includes a hawker centre, shops and an integrated bus interchange.
  • Toa Payoh (Caldecott), about 1,430 units. Next to Caldecott MRT, an interchange on the Circle and Thomson-East Coast lines. ERA expects around 260 Community Care Apartments, 590 2-room Flexi and 580 4-room flats, and sees this launching as Prime.
  • Sembawang, about 1,310 units. A 15-minute bus ride from Sembawang MRT. ERA expects measured demand here, given that close to 4,000 flats have already been launched in the town this year.
  • Tengah, about 710 units. A short walk from the upcoming Tengah Plantation MRT station on the Jurong Region Line, which is expected to open around mid-2028.
  • Geylang (Mattar), about 440 units. The smallest project, near Mattar MRT in a mature city-fringe area that last saw a BTO in October 2024. ERA sees a possible Plus classification.

One caution: the Prime and Plus labels above are ERA’s expectations, not HDB announcements. Classifications, prices and exact unit counts will only be confirmed at launch. Prime and Plus flats carry a 10-year minimum occupation period and a subsidy recovery charge on resale (in the June exercise these ranged from 8 to 14 percent), in exchange for deeper subsidies upfront.

What this means for you

  • The date that matters is 15 September 2026. You need a valid HDB Flat Eligibility (HFE) letter to apply. HDB asks that you apply early and submit all supporting documents by 15 September if you intend to take part in October. Miss it and your application may not be processed in time.
  • Singles get an unusually wide door. Between Bayshore’s large 2-room Flexi share, Chencharu and Caldecott, this exercise looks like one of the year’s best windows for 2-room Flexi hopefuls, though Prime-classified projects cap eligibility and resale terms more tightly.
  • Weigh restrictions against location honestly. June’s exercise showed buyers will accept 10-year MOPs for truly central projects but balk in weaker locations. If Bayshore and Caldecott launch as Prime, expect crowds; Sembawang and Tengah should offer far better ballot odds.
  • Budget with the current rules. The Enhanced CPF Housing Grant offers eligible first-timers up to $120,000, and HDB housing loans are capped at a 75 percent loan-to-value limit. Your HFE letter will state your grant and loan amounts upfront, which makes early application doubly useful.
